<<What standard deviation do you use to plot the Bollinger bands? >>

A channel or envelope should be adjusted until it contains 90%-95% of all data. A standard deviation of 2 I believe is the most common. According to my TA book, channels work best when their signals are combined with indicator divergences. MACD histogram would be a good indicator to use. Due to ANCR's high volatility, bands based on short expontential moving averages appear to work better.
