I'm not going to bother trying to figure out the specifics, I would suggest looking at these simple guidelines and then checking out the rest at nasdaq.com

I believe a stock must first be approved as marginable by the SEC,
from there on the $$ levels are specified by individual brokerages.
There are stocks that have dropped to nearly $1 yet are still marginable at some firms.
