Sometimes the spirit is willing but the credit line is weak. If oil prices are low enough, it may be harder to borrow the money for the project, particularly for companies already in pretty heavy debt. As I said before, I believe they would be more than willing to drill, but may be constrained from doing as much as they'd like.
