Analyst's reports are released periodically, this is only one. I saw another new one yesterday, can't recall whose (but someone here can find it) that initiated coverage. It was a very detailed analysis. Anyway...these are issued from time to time. First Call is a company that collects the reports and distributes the information. FBR is the company which provided this report to First Call. BTW, you might recall FBR was the company who was named by USi as signed up for brokering their attempt to buy PSIX for $10/share. -kate long PSIX and long Mrs. Schrader I do not speak for PSINet in any way.
