It never happened. Microsoft only said they can not remove IE, they DID NOT say Netscape could not also be offered.

Microsoft said they could not remove the IE ICON, as John Donahoe would say. Compaq never tried to remove all the famously integrated code, or technology as they prefer to say these days. As far as not offering Netscape, there are various allegations, but nothing public like the famous sacred ICON wars.
