More than likely, the answer to your question is dual listing. Many of the newer stocks have listings on up to four exchanges. Sometimes one exchange will honor a quote from a competing exchange, but not always. Often times, brokerage firms cannot even give you a quote off of a different exchange than the one they use. The SEC intended to create a more competitive environment for trading options. IMO, dual listing just decentralizes the market place making things more difficult for all involved.
