You are absolutely correct.
You can buy a stock long if the RS is in O's you just have to make sure you take that into consideration when creating your "plan". A stock in RS+/- may be one you tighten a stop, or wait for good pullbacks or hedge if something goes wrong.

RS +/- is a code word for RS on a buy and in a column of O's.
