Techwatch, I will let others reply to your post but I will add a couple of comments. if CISCO got USWest to try their switches with expensive freebies like buying back NN's switches, ( ie paying customers to buy their switches? gg, ? to break into the market ), with a PE of 50 CSCO is going to have a hard time making money this way, I think.
How many switches are we talking about? All? In how many US West regions? So OK, there may also be some " buy American " in this ( and I am all for it since I live in the USA ); however worldwide NN is No 1 for good reason: they have the best product.
In regards to winning recent contracts you must have forgotten that few months ago British Telecom decided to wire all of England with NN backbone,

Techwatch,

I'm pretty sure that it is actually public knowledge that US West is actually building a NEW network with Cisco switches. They are not ripping out 36170's and replacing them with Cisco BPX's. They just chose Cisco for their new 14 state remote network. I'm not saying that this is good for NN, just that it is extremely different from what you suggested.
