Every Broker has its own rules. I'm not familiar with Suretrade. I use DLJDIRECT, and I can trade any amount of shares over a buck for $20. Pennies cost a little more, but I can trade any amount of shares under a buck with either a market or limit order.

I use National Discount Brokers. You can trade pennies on line for $19.75 flat rate any # shares and enter the price as a decimal.
