Hmmmmm,

Let's see:

CSCO - trading at 11 over 200 MA and about the same over 50 day MA
ORCL - trading at 10 under 200 MA but pushed through 50 day MA in FEB.
WCOM - trading at about 5 over 200 and 50 day MA (pushed through in early feb)
MSFT - bounced off 200 day MA mid Jan and pushed back though 50 day MA in early Feb.
INTC - before announce trading well above 50 day and 200 day MA. Now below these levels.... buy???
QCOM - pushed to 200 day MA in Feb.. settled below it and has been flirting with the 50 day MA for a month now. This notwithstanding fundamental issues the company has been having due to their Asian exposure (Korea in particular).

Peter, it's no wonder these stocks have seen an increase in short interest. It may also be an indicator that there was little short interest prior to February since the numbers you posted were percentage oriented.
