Actually, there are brokers that will let you short below 5. Also the Canadien brokers have no such restrictions (there are Canadien brokers who will let you short anything you want). Granted, most folks don't have access, but enough do.

A better thing to do to confound the shorts would be to call your broker, borrow as many shares of FIBR as you can, and put in a good til cancelled short sell order with an out of reach limit. As long as the shares are reserved for you, they can't be shorted by anyone else.

Of course none of it's really not worth the effort.
