The answer to that is a resounding YES!!

Well, you say "Why don't they". The answer is *APPLICATIONS*.

M$ has IMHO not a Horizontal Monopoly (not yet any way) but a
verticle one and are rapidly using it to create the Horizontal
one.

No one dares by an Apple any more because they can't get
applications for it and no developers develop for Apple be
cause the application won't run on 50..60..80..90 % of the
systems that users have.

If Java takes off and developers like Intuit can develop
for it and take advantage of 100% of the deployed seats they
will start doing so. Then an OS2/Mach/Unix/CPM can come along
and compete.

No wonder M$ hates Java so bad

Addi,
my answer would be: I'll buy the OS with the most software written for it, unfortunately that translates into: WINDOWS.
What I need a computer for today is: browsing (Hmmm.. 80% of my computer time), light word and spread sheet processing, and an OS that runs Quake. I'm seriously considering Linux. But then, I only have few precious hours per day to enjoy myself away from PCs.
The only windows app I have installed besides the OS is word 97 (free from MS, I wouldn't pay for it becuase word2 does it for me, which I still have installed) with minimal installation. Tons of other products are more competent than MS's.

As one person once put it: To break MS' monopoly.. use your wallets, or pay microsoft later. Rings a bell(s)?
