They won't be able to change their tune until OMB blesses it, and OMB won't shake their holy water until the WH says so. Who is to blame? Who cares! Just get it done! IMHO. House due to pass (passed?) H.R. 3280, giving the Ag Dept. CIO more authority to control IT budgets, with an eye toward managing Y2K. Too little, too late? At least a step in the right direction. You asked a while back re the status of our Y2k portfolios. Mine is up 25 percent since about mid-97. My better picks: MIFGY, MAST and CBSL . Some of the dogs = SAA, DDIM. Ken

The Year 2000 Group is an Information Management Forum program comprised of organizations desiring to collaborate on Year 2000 issues. Project planning and organization, awareness programs, vendor issues, compliance standards and validation, and test planning are among the subject areas being explored. Subject area groups work independently, and as results are achieved, IMF publishes and distributes them to all Year 2000 Group members. Members of the group have the opportunity to participate in the subject area(s) in which they are most interested. They receive the output of all the subject areas. Why an IMF Year 2000 Group? Our previous Year 2000 Focus Group meetings made it apparent to our members that practitioners, collaborating with each other, could achieve significant leverage in dealing with many of the issues surrounding this problem. The Year 2000 Group is structured to facilitate that collaboration. Each participating organization leverages their resources through the work of the group. When does the IMF Year 2000 Group meet? The working groups meet and work independently as they deem necessary. Y2K PRICE APPRECIATION RATES Y2K stocks have been on a price tear since 1/12/93.Over the last 7 weeks Nasdaq has appreciated 1% per week,Small Cap stocks 2% per week and Software company indices and sector funds 3% per week. Here in decending order are the average rates for Y2K stocks: SYNT 18% TPRO 10% MAST 8% IMRS 6% CBSL 6% MIFGY 5% MERQ 4% CHRZ 3% KEA 3% CBR 2% CPWR 1% CACI 0% ACLY 0% DDIM 0% SEEC -1% VIAS -3% My own portfolio averaged 5% per week . The 4 week moving average in $ per week has stayed between 9500$ and 11000$ over the last 4 weeks which shows remarkable consistency.I have hopes I can continue this average rate over an extended period. Obviously of course there will be significant cyclical behavior on a longer term basis
