That is true to an extent, a single diacrode HP amp has 104kW of available power. The combination of all of the peak power requirements of all signals being amplified cannot exceed this amount. Thus a single NTSC signal is limited to 60kW visual with 6kW aural power, and a single ATSC signal is limited to 25kW (average power). When combining the signals in ACT, you have to assume that occasionally all of the signals will be at peak power, so you have to calculate the average level that allows for all peaks. This will be below the amount you can get using the amplifier for an individual task, but adding amplifiers is cheaper than adding transmitters. For details look at:

As you can see in the article, power can be traded between the NTSC and ATSC signals fairly freely as long as the overall limit is held.
