Walter, Don't worry about the government part. Back in the early 80's the government realized that universities and industry could develop the government sponsored research more effectively, so the government will generally exercise its "march in rights" when there is a critical need and the invention is not being developed. I don't think that you will have to worry about that aspect in this case.
