You are incorrect. CVUS has never been awarded a pioneer's preference. A pioneer's preference simply meant that an applicant would be given a license without going through a comparative hearing or a lottery. The pioneer's preference program was abolished in August 1997 and the FCC consequently dismissed CVUS' pioneer's preference application, which would have applied to the NY BTA outside of the PMSA. Hye Crest Management, CVUS's successor, obtained a five-year FCC license for the NY PMSA in 1991, by means of the traditional comparative hearing process. CVUS did not have to pay for the license because it obtained it prior to the FCC receiving auction authority from Congress in 1993. CVUS received a 10-year license renewal in September 1997, which lasts until 2006.
