That not quite true about manipulation taxi. There has been more oil discovered in the non OPEC regions that is coming on line. Then you couple that with a slowdown in worldwide usage due to economic dislocation in Asia and a very warm winter in US and Europe; that is what has lowered prices. Nat gas is still doing OK, price wise, but not as good if the winter had been colder.

There is now the attitude amongst commodity traders that near term contracts may go to $12/bbl. IF you look at longer term contracts they are still above $16, but they may get cheaper. One thing is for sure, folks will be hitting the highway this summer.
