The S&P report was dated 20 Feb 1998:

The shares fell sharply in mid-1996, reacting to disappointing financial
results, and have begun to recover some of the losses. The company is
expected to benefit from the shipment of several major new products,
including the JBuilder, a new development tool for the Java programming
language. The Java development market is expected to grow rapidly over
the next few years. Borland is also entering the information network
software market. The company has initiated several strategic partnerships recently which strengthen the business outlook. While the
company is still rebuilding its business, its recent restructuring and
turnaround efforts leave the company stronger and better positioned to
maintain profitability for the near future. We recommend accumulating
the shares for the long term turnaround potential.

On the [double market_impact = 0.0;] best to ignore! (Unlike say a ML upgrade or some such big known firm S&P tear sheet upgrades don't do much to move a stock. Therefore if we were measuring market impact of the upgrade on the price of the stock, we will use a "double" variable and initialize at 0.00(%) improvement! Maybe it should be a "const" as well but that would be too harsh!)
