Didn't the Indian Gov. recently lift all import/export restrictions on precious metals? Besides, it seems that a big part of Indian supply is in the form of coins and silverware, which could be recast into bullion bars fairly easily, without resorting to expensive modern refineries. It would be nice if someone could post exact stats as to the total estimated holdings of silver & gold by India. I saw the number recently, and it was about several times bigger than Warren Buffett's horde.
