Hi Bobster, I've pondered on your question and have come to the following:

If I understand the method of calculating for RS, the reason for a stock to have an RS SELL signal would be that it is still under preforming the board averages, thus a stock that has a RS BUY signal would be out preforming the board averages.

I believe you can buy a RS SELL stock if all other signals are good knowing that it will likely underpreform its piers in the same industry.

As you see, a 2.5 would move NEWP to an RS BUY signal.
