RK does not count actual users, but instead conducts it's own study using a limited number of users. Special software is sent to the users to allow RK to track the sites they visit -- this number is then extrapolated based on the total number of web surfers (~56 million). I believe they do not double count Yahoo!, but I haven't looked too closely at the details yet.

RelevantKnowledge has conducted one of the largest ongoing Web enumeration surveys for the purposes of defining the size, composition and characteristics of the National Web Universe. RelevantKnowledge panel members are recruited via an equal probability random-digit dialing sampling methodology. Data is weighted to accurately reflect the composition of the national Web-using universe. Reports are developed based on clickstream information captured online from panel members. Panelists load software onto all computers used to access the Web, including those at home, work and college. The installed software tracks usage on Windows operating systems including Win 3.1, Win 95 and Win NT, as well as Macintosh and UNIX operating systems. Data collected from panel members is summarized according to rules developed by RelevantKnowledge and is projected to report Unique Visitors, reach, and other estimates.

RelevantKnowledge uses a random-digit dialing methodology to enumerate the people in the U.S. who have used the World Wide Web in the past month. Results of this study are shown below. Universe estimates are updated on a quarterly basis to account for the rapid growth of Web users.
