QWEST COMMUNICATIONS INTERNATIONAL INC. (QWST) 36 3/4 +1/4. Investors of QWest Communications appear indifferent to news that the telecommunications services concern has agreed to acquire LCI international (LCI 39 5/8 +5 1/4), in a combination creating the nation's 4th-largest long distance carrier. But, based on the inability of LCI shares to reach the full $41 per share value that the $4.4 billion deal offers , LCI investors are leaving room for a negative reaction by QWST shares, despite forecasts by the companies that they will realize $300 million in cost savings in the first full year after the deal is completed. For years 1998 through 2001, the companies see annual savings of more than $1 billion. Under terms of the agreement, if Qwest's average stock price prior to the deal's closing is less than $26.95, LCI may call off the transaction unless Qwest agrees to adjust the stock-swap ratio.
