I suppose that technically, in a way, if you count the MM as a buyer, this is true. However, NASDAQ and OTC markets do not work like big board stocks, in that MMs hold stock in inventory and Specialists do not. Specialists arrange trades between buyers and sellers and take a small percentage as a fee. MMs actually hold inventories of stock and then buy or sell based on what they set their bid price and ask price.
