NEWP would still be a buy on a pullback in my book.

Bobster, In rethinking this, I don't think your way off base. However the principle of P&F is not time dependant rather supply and demand dependant. Thus Tom's referance to time for a RS signal is a historical data rather that a cause and effect as is supply and demand.

His referance to a "typical" stock may be just that a typical stock and certain stocks and or sectors may not preform typiclly.

My remark about NEWP being likely to under preform it's peers, may be misplaced. I was trying to corolate the relationship between the method of calculating the RS indicators and what that said about the stocks preformance or predicted preformance.
