Of course, because of the cloud hanging over him, Clinton might not be able to exert influence in situations where the decision is a close one. However, if Congress focuses too much on his alleged lecherous activities and shoots down all his proposals just because Clinton proposed them, then all that they have accomplished is to become a part of the problem. It makes absolutely no sense for us to rejoice over that.
