Well, Alex M, I can share your concern. It seems to me that the last part of your description may hold the key. You alone may not be seen as a threat to these children of the flies and your neighbors need to be made aware. Any community effort is more likely to bring positive long term results.

I'm not a lawyer, by any means, but it seems to me that writing formal letters to the utility legal department might also be effective, because the lawyers there may recognize that one of their future defenses, in the event of any actionable event, that they had no reasonable expectation or knowledge that something might happen on this unfenced area, that it had become an attractive nuisance, may be removed from them. I don't think calling will do it, but a letter sent return receipt required would put a name on paper at the utility. My thought would be to call up the phone information there and find a good name like a Corporate Counsel. At the very least even if they do nothing the stakes may have been raised for them. You might seek the advice of a lawyer, if you're lucky one maybe even there in the neighborhood.

But, I think the most useful solution might be community awareness and involvement. While it may be most audible and objectionable to you, it affects everyone there. And if not the noise, then all should be concerned about threats of physical intimidation and possible vandalism. I think you are right to be proactive, because these kids may only get bigger and possibly more of a problem, if unchecked.

Good on getting the video. That's a great idea, and if I were the boys, I'd move on. Too bad I wasn't there for the "bitch" part though. I hate missing stuff like that.
