This is just a guess, but could it have something to do with CPQ's PE of 23 and DELL's PE of 54 ?

Darrell, IMHO the reason for the CPQ upgrade, and dell downgrade is price and risk/reward. Mny are bearish short term for techs and boxmakers. At this point CPQ doesn't have too much more downside, what 20% to 20? While Dell if indeed does stumble, they could be looking at a 30 - 40% haircut (from 69 to 48 would be 30%), and relative upside short term in a corrective stage is limited. So....
