I did not mention it because the WSJ indicates that the pressure is in the server systems > $ 10,000. DELL is not in the high end server market as defined by the WSJ article. They are considered low to mid range server. IBM hurt CPQ pretty badly in this product arena.

If DELL is staying within its normal price/cost band then this is not is not a price war to them. However, I concede that CPQ may feel that they are at war because of their inability to efficiently compete due to their inventory bloat and inefficient manufacturing cost structure.
