Ken,

The low point was around 30. So the total run-up was 30->50 back to 37, so up=~20 down=~13 ~13/~20= ~65% retracement of the run-up. I'm loose with the absolute numbers here but you get the picture why the statement was made.

Ken, in TA you take the most recent low to the most recent high to make your calculation. Not the absolute correction!!!
