Skeeter, actually it's a small group of renegade former test subjects from the government's now-disbanded "ESP warfare" project (code name: Pinnochio) using their psychic powers from a fishing boat down in the Gulf. Thank god the funding ran out or these guys may have gotten it back up to 90...

...I don't know, that makes just as much sense as this thing gaining after the Goldman downgrade <g>
