This is why the state will not allow Oxford to do anything other then prosper. They are the Insurer of last resort for these sick people and the BCBS and the Oxford have a quid pro quo with NY State on these sick patients. The tough talk is all window dressing. Pataki can not afford an Oxford disaster in an Election Year.
