Bell Canada and ISPs: remember the good ol' days when this would have generated a multi-part debate??? <<< ISP group announcement/BCE's Bell Canada Reuters Story - March 12, 1998 14:38 ISP GROUP INCORPORATES, HOLDS MEETING TO DISCUSS COMPETITION ISSUES WITH BELL CANADA TORONTO, March 12 /CNW/ -- Ontario/Quebec ISPs are angry at their treatment by Bell Canada, and have incorporated an industry group, Responsible Internet Service Companies (RISC) to function as a networking/watchdog and lobby organization. "RISC is actually more than two years old," says John Nemanic, one of RISC's founders, and the president of one of Toronto's largest independent ISPs, Internet Direct. "Originally, we came together to fight a proposed Bell rate hike that would have raised our monthly costs by some 300%. Our relationship with Bell appeared to improve for a while, but we're suddenly faced with delays and bungled installations, just before we hear of a radical Bell marketing plan that targets our core customers." Nemanic charges that Bell has not been dealing with the ISP industry in good faith. "We're not the only company to face this kind of hassle," he says. Nearly 20 ISPs were represented at the meeting, with still more participating via letters, e-mail and fax. Lorien Gabel of Interlog spoke about his experiences with Bell and ADSL. "Six months ago, Bell filed a tariff for dealing with ISPs and ADSL, which comes out to about $200," says Gabel. "Sympatico is offering the service for about $70.00. We have formed an ISP group to specifically target the ADSL issue. We will be approaching the Competition Bureau, politicians and the CRTC to make our case that this kind of pricing is cross-subsidization, predatory in nature, and is an unfair advantage. Bell Canada has been permitted to do this because of a lack of vigilance on the part of Canadian regulators to ensure that basic telephone users are not subsidizing Internet access. We need to ensure that there is a competitive market for high-speed Internet services." "We need a fair playing field," says Margaret Row of InterNet Kingston. "Bell's 'ISP Center of Excellence,' which was supposedly formed to address these issues, is a joke. We've gone through five representatives. Just when we feel like we're getting somewhere, the rep mysteriously disappears, and we're assigned someone new, and of course, there are more delays." "We're setting up our web site as a resource for ISPs who have similar experiences with their local phone providers," says Brandi Jasmine, RISC's web and media coordinator. "We strongly encourage ISPs to come forward, to document their experiences, to share their ideas and suggestions.
