AT&T says cable networks must be upgraded
NEW YORK, March 17 (Reuters) - AT&T Corp (T - news) Chairman C. Michael Armstrong said cable companies must upgrade their networks before the telecommunications giant could partner with them to provide local telephone service.
Amrstrong said he believes ''the cable industry is sincere this time about upgrading their network...but I can't afford to do that for them.''

Armstrong spoke at Merrill Lynch's Seventh Annual Telecommunications CEO Conference.

Cable companies must first increase capacity of their networks and make them able to handle two-way traffic, Armstrong said.

Rumors of a partnership between AT&T and a cable company have circulated for months. AT&T is seen using an upgraded cable network to provide local telephone service and quickly establish a broad market presence.

''We will invest to grow according to opportunities,'' Armstrong said.

Once AT&T closes its proposed acquisition of Teleport Communications Group Inc (TCGI - news), Teleport's cable backers, Tele-Communications Inc (Nasdaq:LBTYA - news; TCOMA - news; TCOMB - news), Cox Communications Inc (COX - news) and Comcast Corp (CMCSA - news), will together hold 10 percent of AT&T.

Armstrong said the cable companies ''are the most quiet shareholders I've ever had.''
