PA, I was sent this perspective referring to an article in Money World that might be of some help with one of your questions:

Saw and article in MoneyWorld about Europe's Big Bang Deregulation of the telecom market. Says US firms are greedily eyeing the EU market potential of $200B. EU has 34% of the world's telphone lines. It is questioned who will pick these ripe plums. It is felt that US firms have the most experience in deregulated markets and can offer a higher quality of service and support...presently unavailable to EU customers. (Long discusssion of this aspect). EU customers are ready to see additional savings too and
count on US style service. WCOM has invested $3B in building fiberoptic phone networks. In the major EU financial centers. Esprit, another US firm, is also creating a similar network. No mention of DCI. Anyhow it looks like a giant race going on over there. Hope we are a good part of it by now.

Sure nice to know that we are becoming a player in this market...

Interesting trading today. Even counting all in between trades as sells, we still appear to have 15,600 trades at the ask, vs. a max of 10,200 sells. Maybe just maybe our turn is coming...we will see.
