Purpose of the Meeting

The European Commission has undertaken an extensive consultation on the Year 2000 computer problem with representatives of the public and private sectors and has adopted a communication on this subject on 25/2/1998 COM(1998)102.

One line of Community action is to encourage and facilitate the exchange of information and experience across borders among existing and new Year 2000 awareness and action initiatives undertaken by Member States and European
associations. The main objective is to identify how synergies can be established, to reduce duplication of efforts and increase the overall impact. By offering this
kind of fora the European Commission wants to improve cooperation and
networking as well as facilitate informal and operational exchange of information,
ideas and experience. This particular meeting may also provide useful contribution to the UK Presidency event on the Year 2000 announced at the last meeting of the Telecom Council.

9h30 Welcome and introduction: scope and
objectives

The activities undertaken by the Commission on the Year 2000 will be
introduced, including the adoption of the communication COM(1998)102 "The Year 2000 Computer Problem".

Participants will be invited to contribute to the discussion in the different sessions, that will include (but will not be limited to) the issues highlighted in this annotated agenda.

10h00 Year 2000 actions and programmes by Member States

5-10 min presentations by delegates

The delegates are expected to describe their respective Year 2000 activities and
programmes focusing on project structure, specific issues and experiences.
Participants should focus on identifying areas of mutual interest and highlighting
possible suggestions for those who are now planning similar actions in their
countries. Topics of particular importance include the relationships with actions
undertaken by industry and associations (especially as far as infrastructural
sectors are concerned), as well as liability issues and consumer protection.

12h00 The situation with infrastructures

Discussion

A number of sectors (e.g. finance, telecommunication, energy, transportation) that are critical to the smooth operation of the national and international economy and from which the health and safety of citizen depends are vulnerable to the Year
2000.
The discussion will focus about what is being done in different Member States and on how cross-border issues may be best dealt with.

Informal discussions and contacts

The European Commission intends to initatate and support a process of
communication between Member States and international associations by offering
a forum for exchanging useful materials such as literature, guidelines, etc. and
encouraging informal discussions and contacts. Especially examples for best
practices provided by the participants are welcome. The informal forum may be
open to participants from industry (to be confirmed)

Discussion

How are enterprises and administrations planning for the case in which one or more of their systems are not compliant at year 2000? What about accounting and public disclosure issues? What is being done by Governments and supervisors?

16h15 SMEs and consumers

Discussion

SME's and consumers are amongst the most vulnerable categories. Examples of actual or planned activities oriented towards their protection will be discussed.

DOD y2k oversight viewer Curtis: '33 years of federal service, tour in Vietnam', 'the opportunity I have been looking for, for 33 years.'

The Defense Department has set up a high-level Year 2000 oversight office and named William Curtis, formerly deputy director for procurement and logistics at the Defense Information
Systems Agency, to head it.

Last week Curtis said fixing DOD's Year 2000 problem is "the first real war of theInformation Age...and they need an infantryman to run it." With a total of 33 years of federal service under his belt, including a tour in Vietnam as an Army Airborne Ranger, Curtis said he "wanted this job; it's the opportunity I have been looking for, for 33 years.''
