It does matter if an RS gives a buy or sell signal in that it verifies the current trend. But when an RS changes directions that is a big event.
It wouldn't be correct to say that just because a stock had a negative RS for a long time that it couldn't turn around. It would be one to look at closely if the RS did go positive after years or so. Big event and visa verce is true.
In his report Tom always mentions if a stocks RS changes on its column but that doesn't help some I realize.

I did love the conversation and I got the giggles a few times but I was laughing with you guys not at you.
