I have no practical experience with AGP & PCI cards and Win98, so my response is only based on things i've learned from the win98 beta3 release notes:

Microsoft says:
virtually any PCI or AGP graphics adapter can be used as primary display [adapter card].
for the secondary display adapter cards several criteria apply:
1. the graphic card must be a pci or agp card
2. the graphic card must be able to run in GUI mode or without using VGA resources
3. it must also have a Windows 98 driver that enables it to be a secondary display

As far as i understand it,
*all* graphic cards with a chipset listed in Microsoft's list of supported chipsets can be used as secondary display adapter if you use Microsoft's Win98 display driver for that chipset.

This is what i've actually done, i bought 2 additional PCI graphic adapter cards for my computer with 'supported chipsets' and used the micrsoft Win98 driver. I have no indication why it shouldnt work with AGP cards. Sure, you must carefully read microsofts instructions how to setup your environment. This is especially important if your mobo has an on-board video chipset.
