Attract Bargain-Hunters

NEW YORK -- Crude oil futures recovered late Thursday morning from
their first dip below $14 in nearly four years at the New York Mercantile
Exchange.

News that the March 16 meeting of the Organization of Petroleum
Exporting Countries' ministerial monitoring committee may be delayed a
few days to give more ministers an opportunity to attend generated a bit of
bullish sentiment Thursday.

"The more OPEC builds this meeting up, the more likely it is that
something substantial will come out of it," said Victor Yu, an energy
analyst with Refco Inc. "They [OPEC ministers] have been around long
enough to know that it's better to have no meeting at all than to hype one
that ends us producing no results."

One possible result of the meeting, according to Mr. Yu and other
analysts, is a firm date for an emergency meeting, where production cuts
could be considered.
