Don't know enough about RDC to be totally honest, but offhand, I'd say NE. If you just look at relative strength, NE is the strongest being less off its high. In fact NE's chart looks stronger than any of the drillers in my opinion when looking at extent off its high and moving averages. The strongest charts will recover first and run the best in my experience. The reason you get a strong chart is because of the strong fundimentals. (I am very biased)
