The issue is not really the physical size, though most of the "small" facilities in Texas are small church, VFW and fraternal organizations. These type organizations use their facilities in many ways and are not conducive to full-time bingo operations. The issue is regulatory. Only "Grandfathered" commercial lessor licensees may operate a facility 14 sessions a week and charge up to $600.00 per session. Charitable Bingo is highly regulated in Texas as in most states.
