I read it as saying he felt it was overvalued at that time over $4 . At that point (at this point for that matter) I don't think anyone has the answers as to what exactly is there. That there is a budget and plan for further exploration at this point means that there is a future in, at least, speculation.

I believe he was refering to past circumstances, but it may be good for him to clarify that.
