Brazil sees quick action on civil service details

BRASILIA, March 12 (Reuters) - The Brazilian government
will follow up Wednesday's approval of a long-awaited civil
service reform bill by submitting the legislation's small print
to Congress in April, Administration Minister Luiz Carlos
Bresser Pereira said on Thursday.
Two regulatory bills spelling out criteria for dismissing
civil servants whose jobs are now guaranteed are expected to be
approved by Congress by the end of the year, Bresser Pereira
told state-run Radio Nacional Thursday.
The reform bill had been stuck in Congress for nearly three
years before being rushed through amid fears of Asia-style
financial crisis in Brazil. It was approved in a final Senate
vote on Wednesday.
The reform allows states and municipalities spending more
than 60 percent of receipts to shed workers whose jobs are
currently protected by the constitution. Civil servants who are
found to be incompetent may also be dismissed.
Before job cuts can be made, however, the regulatory bills
must be approved.
Officials expect some immediate savings after the approval
of the reform, principally because to a ceiling on public
sector pay and pensions, which does not require extra
legislation to come into effect.
