Brokerage houses routinely lend out their account holders' shares to make an extra buck. However, I think they're legally only permitted to do this with margin accounts/shares.

The difficulty with getting your shares in certificate form is that it's a huge hassle and many brokerages will charge you a fee for their effort. (Does Schwab?) It can be an effective way to dry up short trading, but I suspect the proportion of the float that's in certificate form is way too small to have much impact.
