Yesterday's article in the Charleston paper about DHEC that I referred to has been reported by the Associated Press and appears in the Columbia paper.

I saved the article that appeared in yesterday's paper.

A long time, I saw an article about the national Sierra Club providing a $35,000 grant to the local Club to investigate DHEC's activities in enforcing water pollution laws. Maybe this is a result of that work. I think this is a definite step in the right direction, but I wonder how much of it is a tops down directive to the grunts doing the actual work without regard to work load. That is, does DHEC have enough competent engineers to speed up the work of handling water pollution permits or is this just a political or public relations step in which the people who actually do the work mumble under their breath, "Yeah, right." If permits are speeded up without analyzing data and mistakes are made, who will everybody be looking at eventually? It all flows down hill. On the other hand, lack of adequate staffing strangles legitimate enterprises that are far more than fully compliant, but aren't able to operate because nobody has time to get around to looking at them.
