BC Govt Invested?

Are they really invested? I thought it was more of a compensation
package for Windy Craggy. If there was no such thing as Kemess,
How much money would the gov't have to give RYO without a producing
mine.
The true return that the government will see are jobs for BC.
As for public image, it was a lot easier for the BC gov't to give
RYO money for Kemess (Kemess=jobs) then it would have been just as
compensation for Windy Craggy.
As for economics, I don't think the BC Gov't has to pull out RYO
if there are problems.

Peggy is pretty smart. She's making it pretty hard for a takeover bid
knowing that the BC gov't has to support Kemess (public image). Could
it be that the BC gov't would like to see RYO be taken over or to have
RYO sell Kemess??
