David, you can implement much of what you're asking for in your browser's preference or options menu. Just change the fixed font to a larger size, and make the background always default to the color you choose, say a light gray, or even darker if you prefer. For that matter, you can change the font to be white on a dark grey or black background if you like.

On that point, it used to be the default browser color.
Sometimes dark gray, sometimes white, whatever. At least
you could set it. I don't know what it is now (set or
mandated), I haven't looked at the source. Of course
you can always do what Jon Tara did: peek at the source
to rewrite as you want (kudos to Jon, I'm impressed
like the rest of us). That's one of the nice things
about HTML. You can't change the server feeds, though,
which leaves you high and dry over time.
