Yep, that could be the reason, but I am not impressed.

Now if the guy was basing his 'downgrade' on futuristic view that oil prices are going to be based on some new business/economic model and that the long term expectations were suddenly reversed, then I might nod my head a bit and wonder. But with this statement

based on a revised short-term crude oil outlook

I would say he is a lagging follower like most analysts.
