It's not exactly stock manipulation, it's earnings manipulation. It's the first artillery blast in the price war.

Curiously, it had little effect on the stock--it was at 27 at something before the announcement, it's at 25 now. Maybe they figured they would be punished equally for a small earnings miss as for a big one, so why not?
