Starting Thursday at open I placed an order for 4000 shares @ 27/32 for a NASDAQ BB stock (IVDO) showing 13/16 by 7/8. For two days the bid continued to show (PCQuote real time / Quote.com real time) 13/16. During that two day period 700 shares traded @ 13/16 - but no partial fill on my bid @ 27/32. I have always suspected that E*Trade, and perhaps other discount brokers, make their money between the bid and the ask. If there's enough room there for them to get a cut, then you may get filled between bid and ask - but if not you simply won't get filled unless you move up to the ask price.

This is probably old hat for the regulars here, but it seemed the right place to lodge a complaint. Funny how E*Trade never seems to get around to answering these kinds of questions when e-mailed.
