Should TX file S-3 and buy the stock ,,knowing the contract was coming..and another 175 mill in fines ?

MMs have to provide liquidity ,, in other words..if they sell they have to bid,,or if they buy they must sell.. the disparity in bid and ask has to be within NASD guide line ,,, in other words,, they can't just sell and sell and try to buy back with ridiculous bids,, it has to be within certain norms,, BBs other hand ,, the spread is monstrous,,they are not regulated,,thats is why all the BBs wants to be on the Nasdaq.. even Nasdaq it self ,,is the most manipulated market,,IOM's flight to NYSE.. etc... From what I know... Joe
